POEM , as its name indicates, it is a purely Professional Organization. It was founded on 23/10/1982 at a Constituent Assembly from 37 Freelance Professional Architects & Civil Engineers at Katsellis Hill Hotel.
In a difficult time under conditions of economic decline and various restrictions, under conditions of unfair competition and lack of protection of the profession and the public. The self-employed scholars who kept offices to offer their services to the public saw the prestige of the profession decreasing and the quality of the services offered falling and their existence becoming increasingly problematic..
That is why the Free Professionals decided to establish our Organization alongside our main Organization the Civil Engineers Association & of Architects of Cyprus which includes all or almost all Registered Architects & Civil Engineers regardless of nationality, colour, or their religion or their occupation, and represents the technicians of Cyprus internationally.
The Council elected by the Constituent Assembly at its first session, was formed into a body as follows:

- Iakovos Filippou Vice President – Nicosia District
- Konstantinos G. Levas Secretary – Nicosia District
- Stavros Ioannidis Treasurer – Nicosia District
- Niki Lappa Member – Limassol District
- Ioakeim Charalambous Member – Limassol District
- Neophytos Papadopoulos Member – Limassol District
- Markos Giorgallidis Member – Larnaca District
- Victor Fournaris Member – Paphos District
About June 1983 due to departure abroad of Mr. Stavrou Ioannidis, the duties of the Treasurer were taken over by the Vice President, Mr. Iakovos Philippou.
